Member states of the Organization of Turkic States (OTS) cooperate in practical areas such as joint satellite development and the testing of new technologies in orbit. Kazakhstan contributes to this work through OTS-SAT, a 12U satellite being developed by Ghalam LLP in Astana.

The spacecraft is intended to serve as a platform for in-orbit technology demonstrations and for testing new technical solutions for satellite subsystems in the space environment. The project covers satellite development, the management of its operations and the development of cooperation among OTS countries.

A framework agreement on building cooperation capacity in the space industry provides a basis for expanding this collaboration. The document was signed by representatives of Azerbaijan, Kazakhstan, Türkiye and Uzbekistan on the sidelines of the 77th International Astronautical Congress (IAC 2026), held in Antalya from 5 to 9 October.

The agreement provides for systematic cooperation in space technologies, satellite development, scientific research, industrial collaboration and specialist training.

OTS Secretary General Kubanychbek Omuraliev welcomed the signing, highlighting the document’s importance for strengthening scientific, technological and industrial cooperation across the Turkic world. He noted that the experience gained from developing OTS-SAT could serve as a foundation for larger joint space initiatives.

For Kazakhstan, these arrangements open up additional opportunities to participate in joint projects, exchange expertise and develop scientific, technological and manufacturing capabilities. The Aerospace Committee views the agreement as an important step towards strengthening international space cooperation and the collective capacity of OTS member states.
